Last week, India’s communications minister, Andimuthu Raja, referred two key 3G auction decisions – reserve prices and number of 3G slots to be auctioned – to a Group of Ministers, following the failure of the Department of Telecommunications and the regulator to reach consensus on the issues.

WiMAX operators demanding to offer voice services is nothing new, even South Korean giant KT has long argued – unsuccessfully so far - that it should be allowed to offer voice services in order to increase the attractiveness of its WiBRO network.
It’s one thing for Indian operators to boast how many base stations they’ve rolled out, or how cheap their tariffs are, but how operators physically get services out to customers in the villages will be one of the key make-or-break differentiators for the country’s mobile operators.

The fact that mobile WiMax will not become a commercial reality in Hong Kong should not come as a surprise given there is 99% WCDMA/HSPA network coverage in Hong Kong.

The announcement of January 31 could ultimately see the mainland’s 3G licenses being actually issued to its three mobile operators – China Mobile, China Unicom and China Telecom - come early 2009.
